Elit-Oil-Pavlodar operates four high-performing petroleum terminals positioned at the most strategically important nodes in the global energy supply chain. Each terminal is equipped with world-class infrastructure, operated by experienced professionals, and connected to the pipeline, maritime, and land transport networks of its respective port location. Together, they form an integrated global terminal network that provides our clients with unrivalled flexibility, reach, and reliability.

TERMINAL 1 — PAVLODAR, KAZAKHSTAN

Our Pavlodar terminal is the nerve centre of Elit-Oil-Pavlodar’s Kazakhstan operations. Located in the Central Industrial Zone — Pavlodar’s major industrial corridor — the terminal benefits from direct proximity to the Pavlodar Oil Chemistry Refinery (POCR), which processes up to 6 million tonnes of crude oil per year, producing gasoline, diesel, bitumen, fuel oil, and other petroleum products. This proximity gives us privileged access to freshly refined products for our clients across northeastern Kazakhstan and the Pavlodar Region.
Pavlodar is Kazakhstan’s gateway to Russia and the eastern CIS region — positioned on major trans-continental road and rail corridors and the Irtysh River. Our terminal serves agricultural enterprises, mining operations, construction companies, transport fleets, government agencies, and industrial facilities across the Pavlodar, East Kazakhstan, and Akmola regions.

TERMINAL 2 — PORT OF ROTTERDAM, NETHERLANDS

The Port of Rotterdam is Europe’s largest port and one of the world’s pre-eminent petroleum trading and logistics hubs. Our Rotterdam terminal is equipped with deep-water berths capable of accommodating VLCCs and large product tankers, state-of-the-art storage tanks for the full range of petroleum products, and direct pipeline connections within the Europoort complex. This connectivity enables our clients to move products between terminals, refineries, and berths without the cost and time of additional vessel charters. Our Rotterdam terminal provides European importers, exporters, and traders with a reliable, centrally located storage and transshipment hub. The terminal also offers value-added services including blending, drumming, heating, and vapour recovery — making it a fully equipped logistics platform for sophisticated oil trading operations. Rotterdam’s location at the mouth of the Rhine River provides our clients with access to one of Europe’s most extensive inland waterway barge networks — enabling cost-effective distribution of petroleum products deep into the European hinterland.

TERMINAL 3 — PORT OF HOUSTON, USA

The Port of Houston is situated on the Houston Ship Channel — one of the world’s largest and most active centres for petroleum product trade. Our Houston terminal is strategically positioned at the widest point of the Houston Ship Channel, providing exceptional deep-water access for tanker vessels of all sizes. The terminal’s multi-berth, pipeline-connected infrastructure enables simultaneous handling of multiple vessels and products, maximising throughput efficiency for high-volume clients. Our Houston terminal specialises in crude oil and residual fuel oil storage and handling — offering blending, pipeline injection, barge loading, rail car operations, and truck tanker dispatch. The terminal’s extensive pipeline connections to the US Gulf Coast network provide clients with unparalleled flexibility for product sourcing, delivery, and arbitrage. For international traders and oil companies operating in the Americas, our Houston terminal provides the storage capacity, connectivity, and operational expertise to support complex multi-leg trade flows.

TERMINAL 4 — PORT OF FUJAIRAH, UAE

The Port of Fujairah is the Middle East’s premier hub for liquid bulk cargo — from crude oil and gasoline to bunker fuel and lubricants. Its unique location on the Gulf of Oman, just outside the Strait of Hormuz, positions it at the intersection of the world’s most critical oil trade routes — connecting the Arabian Gulf, Indian Ocean, and onward to Asia and Europe. The port serves as a strategic re-export and bunkering hub for vessels transiting one of the world’s busiest maritime corridors. Our Fujairah terminal connects directly to the FOTT (Fujairah Oil Tanker Terminal) Matrix Manifold system — a sophisticated pipeline interconnectivity infrastructure that provides access to all main and wing berths at the port and enables direct product transfers between storage terminals without vessel chartering. This gives our clients exceptional operational flexibility and cost efficiency. Fujairah’s bunkering market handles millions of tonnes of marine fuel annually, serving over 4,800 vessel calls per year. Our bunkering barges — equipped with mass flow meters and approved under SIRE (Ship Inspection Report Programme) — deliver MARPOL-compliant bunker fuels to vessels at anchorage and at berth, around the clock.
