Elit-Oil-Pavlodar LLP (ТОО «Элит-Ойл-Павлодар») is a fully integrated petroleum terminal, storage, and logistics company headquartered in Pavlodar, Kazakhstan. What began as a regional petroleum storage base (нефтебаза) in Kazakhstan’s Central Industrial Zone has grown into a globally operating energy infrastructure company with active terminal operations across four of the world’s most critical maritime and energy hubs: Pavlodar (Kazakhstan), Rotterdam (Netherlands), Houston (USA), and Fujairah (UAE).
